The maximum target of it is to prevent people to get into a panic. That is all.
It should be useful for urgent treatment immediately after the disaster.

There are 100,000 people in the hall. Safety of himself owes on his own responsibility. It takes ten minutes even if running from a central office to the hall. Safety in the hall is left to the promoter.
Being possible to do temporarily has only the panic prevention. 

Therefore, two or more disaster prevention manuals are necessary according to the situation.

A detailed disaster prevention manual is in ×× of this office.
The telecast is seen in the monitor of the office. The switch is ・・・.
Please urgent broadcast if there is a necessity for the panic prevention in the hall.

"A comparatively big earthquake occurred in the Kanto region just now. 
The epicenter was ○○ . The seismic intensity was ××. 
There is no worry of the tidal wave due to this earthquake. 
Up to now, the occurrence of the disaster in the hall has not been reported. 
Additionally, I will inform of detailed information as soon as I get it." 

#２：Content of description of disaster prevention manual for promoter

Let's make a somewhat detailed disaster prevention manual, and set it in the office. Even if it is detailed, it is not useful for one as thick as the telephone notebook.  20-30pages might be a limit. the description of the cover is : "Fire station:119 /Police:110. The central disaster prevention command room is extension ○○○○○. "
It might be seemed that it is not necessary to repeat so much. But when the disaster occurs, the promoter himself is often in a panic, so even the telephone number of the fire station might not be able to be recalled momentarily. 

However, it is limited that fire station or the police are useful when the disaster occurs only in the hall. You had better to think that only the disaster prevention command room in the center is able to rely on the first stage. 

Well, first of all, it is the life prime. 
Please describe in first chapter: Relief place in the center, Guide such as clinics of center attaching, Report method to the nearest hospital. 
It is the guide of the extinction facilities to The Second. 
It is the guide of the peripheral shelter place to the third. You must explain that staying in the hall is the safest.
Next, it is a report method with center of the city. Though it might be hopeless. When a large earthquake occurs, the telephone can hardly be used. However, it is assumed for the customer to rush in and inquire the place of the pay phone. The location of the telephone in the hall etc. are described. 

To tell the truth, the most important point of  the manual for the promoter is  "How do you do if the promoter has the threat telephone?". 
To my regret, I cannot explain about it. It is the secret. However, it is not described in detail in this manual . A concrete corrective action will be explained in full in the following center side manual. 

Additionally, if the booklet such as "Emergency treatment method" is put on the promoter office for attention, it might be good. 

＃３：Content of description of center side disaster prevention manual

I do not know the content of the manual of the central disaster prevention office. 

It is would be useless if the members in the disaster prevention office act after reading the manual in the emergency. But the booklet just like "Disaster prevention manual" is not exist,　it might include in the business instruction sheet. In the emergency, The person in charge of disaster prevention can behave without reading it , I think .

Let's give enough information to those who come. 

Information shortage becomes the trigger of the panic.

However, in case of emergency nobody can give the enough information to them. Then, how if hi-tech facilities are used?

A lot of displays for the hall guide (and for enterprise PR) are set up in the hall. When the earthquake occurs, the television news is broadcast to these at the same time. 

The peripheral situation which changes by the passage of time is transmitted to the customer in the hall. 

And, it is told that it is the most important to stay in the hall, and to keep the philosophy by the character on the screen. Because the fact is so. 

It is necessary to inform the customer about the method of the emergency evacuation. If this is misunderstood, it becomes the trigger of the panic. 
When thinking about the system related to disaster prevention, let's hear expert's opinion well. Moreover, let's make up a good manual by cooperating with other exhibition halls.

"Person who found the threatening letter" and "Person who took the telephone", etc.  are confirmed in preparation for the tried case. Let's leave the fact with the document. 

The independent fire fighting group etc. are obligated to set up to the secretariat. The correspondence of everybody is described clearly in the disaster prevention guidance. 

The following crime was done in Tokyo Big Sight: The criminal ignited the smoke ball at the event related to the comic. The curtain described "do not the use the harmful material to the human body"  was hung down from the rooftop when the toy show is held. （In any case, the criminal was arrested. ）。

I think that there are various insistences in the world. Large majority is the people of good intentions. I think that must not be permitted.

In this connection I may add that the group which intends the curtain event is exhibiting to the exhibition related to the environment held later in the same hall. 
It is truly mysterious.

I think that you should invite the person related to fire fighting and the police to the secretariat side to do the correspondence steady compared with the disaster and the crime.
